Abstract of State Department’s Strategic Communications report

This article publishes the Estonian Government Office report (in Estonian) on Strategic Communications in 2015-2016.  The authors of this report are Ilmar Raag, former advisor of the Government Communication Unit and current advisor in the same department, Aleksei Günter.

The report provides an overview of developments in the strategic communications field between 2015-2016 and gives a brief overview of the nature and functions of Government Office strategic communications adviser’s position.

The article refers to first two parts of this report and also to an interview with Ilmar Raag, who points out that this report is not the official statement of the Government, rather descriptive and recommending a piece from its authors.
